Jeep routes have been determined by the LTFRB (Land Transportation Franchises Regulatory Board) but the number of jeeps plying each route is largely determined by market demand. There are no lists of routes available; as far as I know the list on this page - compiled by Wa'y Blima! - is the only one in existence (I went to the LTFRB to get one but was told to write a letter to the director stating my request and requirements in detail.) Cebuanos know most of the routes that are available for the destinations that matter to them. Having said that, even some dispatchers - the guys who wave people onto jeepneys at PUJ stops - are ignorant about routes in other parts of the city.
The important routes with a large number of plying jeeps are given in green. Routes in yellow are plied by multicabs (the smallest kind of jeep). The pink destinations in bold typeface are the markings commonly found on the side of the jeep. Not all jeeps on the same route, however, conform to the same markings; while some may list only two destinations, others may list four or five.

From 41 thru 46, the route is essentially the same except that the starting point is further and further south along the coastal highway. For example, while 41 starts in Tabunok, 43 starts in Minglanilla, 44 starts in Naga, 45 in San Fernando, and 46 in Carcar. I assume 42 starts somewhere between Tabunok and Minglanilla.
Update January 28, 2009
None of the above information is current anymore, having been produced waaay back in 2004. However, today we got this email from M. Manese, who took great pains to compile a route list for the 17 series. Although Wa'y Blima! Cebu isn't being updated anymore, we had to post this:
- I'd just like to give you guys some additional information on some routes I have discovered. This is actually important to the call center folks who are working or will be working in IT Park. There's only one type of jeep that goes inside the IT Park, and that's the 17 route. So far, I have tried the 17B and 17C routes. Here are the routes:
17B IT Park/Lahug - Carbon IT Park - Salinas - JY Square - Gorordo (UP) - SSS - Escario - Capitol - Jones - Metro Gaisano - Osmena Blvd - Jakosalem - Legazpi - Colon - Metro Gaisano - Jones - Fuente - Capitol - Escario/SSS - Gorordo/UP - JY Square - Sainas - IT Park
17C IT Park/Lahug - Carbon IT Park - Salinas - JY Square - Gorordo - Maxillom (Mango) - F. Ramos - Junquera - Sanciangko - I'm not sure of the return trip yet but it would reach Carbon then I' guessing they'll take Jakosalem, then F. Ramos, Maxillom, Gorordo, JY, Salinas and back to IT Park.
They also have the 17D route and I think it also goes from IT Park to Carbon, but I haven't tried this one yet.
